Permanent Immigration Vs. Study Permit ??????????

Hi Everybody
I have applied for permanent immigration under skilled category one year ago. Now I am planning to do MBA from Canada. But in the form IMM 1294 Application for Study Permit, the point no. 12 asks whether u have applied for any visa to canada.
My query is if I have alrady applied for permenet immigration then can I successfuly apply for study permit now. Can visa officer deny student visa just on this ground that I have already applied for permanent immigration.
