Permanent Residence Card - When can I apply?

Hello,

Currently I am retaining my right or residence after divorce from my EEA national after completing 3 years of marriage and I am on a full time job. I got Decree Absolute an year ago. In March 16, it'll be 5 years since I got my Residence card and I know I would be eligible to apply for PR card because I satisfy all the criteria.

My questions are:

1. Can I apply for PR card in Mid-Oct 15 (marriage was in mid-Oct 10, when I started exercising the right as a EEA national family member) instead waiting for the Residence Card to expire in March 16?

2. Also, if I marry a non EEA national now, will I have problem obtaining PR card for myself?

3. Can I apply for a spouse visa immediately after I get my PR card?
