My wife will hopefully be able to apply for and obtain UK PR. Once she has PR I think that is as far down the immigration route she'll go in the UK as she doesn't want to give up her Japanese nationality (a prejudiced requirement for all Japanese adults who obtain citizenship from another country).
With this in mind, I was hoping for direction to a 'good' information source on what PR actually entitles a holder to do or have. For instance, I understand that with PR you are treated as a Home Student for tuition fees. Yet, would this still hold true for a PR holder undertaking a distance learning course while living outside the UK? Also, is permanent residency 'forever', regardless of where you live? Can she come and go at will, like a UK passport holder?
Many questions, I know, but if someone could give me some pointers I'd be very grateful.

Thanks!
