person have france residence permit can get workpermit of UK

I would like to know if the person have France residence permit (10 years card but not the nationality) can he/she work in UK or USA or other countries except France and his/her native country?

If it is a permanent residency card, usually the card states EU rights but those are the newer versions

You have some enhanced rights to work, reside and travel within the EU. However, they can vary a bit country to country. They are not very strong right now, but there are some you can exercise.

If you leave the EU, then you will be starting from zero again.

After ten years, maybe it is possible for you to naturalize as a French citizen? Then you would have full EU rights, and you would have visa waiver rights to visit (NOT work!) in countries such as the U.S.
