PLEASE ADVICE- Student VISA Appeal

PLEASE ADVICE ME
My Kid Brother whom am sponsoring from Africa was allowed appeal by AIT to study towards his Bsc Computing in the UK. The High commission in my country asked him to come with His Admission Letter, Bank Statement and his passport for his study visa. He has been to the High Commission with all documents and an Admission letter from another University (an approved UKBA sponsor) to study the same course because his initial University couldn’t offer him same place this academic session and he was told he must bring a letter from the same university he initially applied with.
I called UKBA Public Enquires office here in the UK and they told me to write a complaint to the ECO in my country and I should also state it clearly that my Brother has lost his former admission and wishes to start and complete his study with the present University.
I also called AIT Enquiries and they told me to contact The ECO and request him to state by writing on what UK immigration Law his decision is based on.
It has been 3 weeks I sent DHL to the ECO doing as I was told. Till today the ECO has kept MUTE. Can someone please advice?
Can the ECO actually disrespect the AIT...if so why do we go to the AIT?
