PLEASE HELP for my mother's Family Visitor Visa

PLEASE HELP for my mother's Family Visitor Visa

I am trying to get a family visitor visa for my mother to come over to UK to meet me and my family. She applied for a visitor visa 5 years ago in 2005 which was granted and she came for 2 weeks and them she went back to India. In 2009 my father passed away so i tried to get the permanent settlement visa for her. which was refused for a few reasons. The main reason was that we should have shown that my mother is totally financially and emotionally dependent on me but i did the totally opposite, we submitted the file showing that she owns properties worth more than 150000 pounds. she has savings more than 30000 pounds. so it worked totally against us. It was our lack of knowledge and guidance. I also have an elder sister who is married and lives in Gujarat (about 24 hour journey from where my mother lives near Delhi). In my family it is me, my wife and my 7 months old daughter, I have Indefinite Leave to remain in uk granted to me on 2008.
When the permanant settlement visa was refused then i made an appeal against it on the basis of that my mother is ill and she has demensia so the file submitted by her is not the actual financial situation she is in and i tried to prove that she is financially dependent on me but Judge was not satisfied.
So after a few months i applied again for a family visitor visa on the basis of that my wife was going to give birth to our first child and we would like my mother to be with us at that time, which was again refused as the embassy people were not satisfied that if she will return back to India.
Now I am going to apply for a family visitor visa again on the occasion of my daughter's first birthday. We are organizing a birthday party on this occasion and my mother needs to be be there with the granddaughter as she has not even met her once.
Please advice if i am going the right way or do i need to do something special or if there is anything you can suggest to make sure that we get the visa this time.

You need to prove that your mother will return to India - otherwise the visa is highly likely to be refused again (especially after multiple refusals, including refusal for settlement and what I assume was a fraudulent appeal).

I'm afraid that, given the failed settlement application, it's very unlikely that a family visit visa will be granted.
