If you do not send the letter now - then the refusal is sure if there is no other evidence, as prescribed in the policy guidance, included to prove your qualification.
If you send the letter now - then the chance of refusal is reduced if the letter reaches the caseworker before he/she has made a decision on your application.
1. Call up UKBA and enquire to which address you should send this new document to.
2. Write a covering letter, include reference number and personal information (name, dob, passport no., nationality) and state that you are enclosing the letter that you inadvertently missed including your application. Request that it be considered when assessing your application.
3. Post the letter+form to the address advised by UKBA through special delivery.
4. Keep proof of posting in safe possession.
5. Do this without any further delay.
