Post appeal process

I applied for the tier 1 general and was refused. I appealed the decision and the tribunal upheld my appeal "to the limited extent that the Respondent should make a decision upon the substantive application for leave to remain that have been made by the appellant" this was way back in February. I have written to UKBA asking them to direct me o what to do. I received no reply. I called UKBA up and they claim not to have seen the tribunal's judgment. Can someone help me here.
