Post study stay (currently SEGS)

According to the proposed points based system, a post-study stay (currently SEGS) is considered as Tier 1.

1. Does this mean that this is a settlement category and can be used in the count for ILR?

2. The validity period for this visa is one year. So assuming that a postgraduate student has no previous high earning prior to studies, what are her chances of moving to Tier 1? Since SEGS is exactly one year, she will need to apply for Tier 1 proper before the SEGS visa is over. She may not have had enough previous income to show at that point. So can she include the income obtained during student period for the Tier 1 application?

3. Assuming that she has to have 32k previous earnings to be eligible for Tier 1, if she earns this money in 6 months while in SEGS, can she right away apply for Tier 1 proper? In this case she may have 6 months income about 32k + 6 months student income (which may or may not be considered depending on the answer to question 2 above).
