Losing job offer due to delays

I was wondering if someone could advise me. My husband has a provisional job offer with the Ontario Provincial Police which is, we have just discovered, valid for one year from August 21st 2003. CHC in London received our paperwork in June 2003 but when we visited this week we were told that it was unlikely that a review would take place much before October/November 2004 - With this time scale my husband will lose the job offer. Help! Any advice very welcome. :(
