Canadian Visitor Visa

Hello!

Recently I have applied the U.S non-immigration visa to attend a conference in U.S.A. Now my visa application is under additional administration process due to my nationality (Sri Lankan). It will take time (up to 60 days) to get the visa. I also planed to visit my relatives in Canada after the conference.

Can I apply the Canadian Visitor visa with out the U.S visa? How much is the success rate? How long it will take to get the visa?

Please share your experience/knowledge with me.
