Applying for DIMIA with Dependents

One of my friend got ACS (general skilled) and he will proceed with Immigration now. He want to apply her mother as dependent. His mother is widow and above 50yrs. He has 2 elder brothers. Can he apply for his mother too, and are there any important points/document to consider and provide with his case?
