South africa tourist visa

hello ,I am Bangladeshi passport holder uk permanent resident ,want to apply fro south Africa tourist visa for 12 days ,can you please tell me if I can apply over the post ,I've recently sent my friend to the high commission to apply on my behalf with a auth letter but they never accepted the application and told that I have to apply in person only but there website says that it can be applied over the post as well. could you please let me know if I can apply on post and how many days It might take to get the visa
