Canadian children born in Pakistan needs urgent help

My sister have 6 children, 5 daughter 1 son. Father is candain national. Son and 4 daughters are candain national. One of the daughter and herself are pakistani natinal. She got a divorce last month. She got custodial letter from the court for the children. She want to move to Canada but children passport are expired. Father have refused to help in applying fresh passport. Now father is not supporting them financially and she is forced to live in a rented room with 6 children. She need urgent help and advice how can she take her children to Canada where one daughter and herself don't have candain passport
