Looking for Work permit/Immigration to EU

I am a PhD student living in France since 2002 and Expected to get my degree in 2005. I am looking for valuable guidance and informations for getting work permit in Europe in particular Belgium or UK. I also referred workpermit.com and understood HSMP/UK. Does it work well for me as I am under 28 years!
Valuable suggestions are kindly welcome!
