Tier 2 refusal -is it a case worker error

Tier 2 general visa was refused on the following refusal letter belwo

In making the decision , careful consideration has been given the following
On 19th February 2011 you entered the united kingdom with entry clearance as a Tier 4 general student valid until 30th November 2012. During this time you were awarded a masters of science in public health from the university of xxxx
On 16th October 2012 you applied for further leave to remain as tier 4 general to study master research in health with university of xxx and this was valid until 30th april 2014-10-31
On 24th april 2014 you applied for further leave to remain to continue to study your master research in health and this leave was granted until 30th January 2015
On 29th October 2014 you have applied for tier 2 general and the visa was refused at sheffield PEO
they says you do not meet the requirement of the immigration rules under paragraph 245HD (d) (i) -(iii) of the immigration rules. my friend has completed a masters degree in UK. can we review this decision or should we go for juditial review

Did she supply all the required specified documents?

If her leave was not curtailed and she thinks that the caseworker made an error, then Ask for a reconsideration.

Hi Vinny , thanks for the message. yes. she provided all the documents including her original masters certificate. any idea how long it takes to reconsider please? and its going to be the same place isnt it?
