Advice needed

I have got a friend who is EEA national but has not got PR card. He is contemplating of getting married to his girlfriend from non-EEA country by January, going for the wedding ceremony in her country. Will the EEA national ( husband) be able to sponsor his wife to join him in UK after the wedding?, if so, which form will she complete?

Yes; if the EEA national is not a British citizen and is exercising treaty rights in the UK e.g. working/self-employed etc.

She will normally need to apply for an EEA family permit first: see here: https://www.gov.uk/family-permit. It's an online application.

This should be easy enough.
