HSMP Dependent Enters in UK before Primary Applicant

Can HSMP dependant enter UK prior to primary applicant?

I enquired home office and got the following reply:

"Thank you for your enquiry.

Please note being your dependant visa holder your wife cannot enter UK before you. She is required to either travel with you
or at a later time.

Yours faithfully"

This response does make sense though.

Hi,

If a person is dependent of hsmp holder and they both landed together and after a year got extension for 4 yrs. Can the dependent leave and come back to uk when the main applicant is temporarily out of country on vacation?

Or Does the main applicant has to be in the country all the time for a dependent to leave and come to uk

how would io know he is not in the country when you land
