Professional Referee for British Citizenship

Hello,
I am planning to apply for British Citizenship and I have problems with finding the professional referee...

I know that you cannot be related to the referee, but what does it mean for HO to be related?
For example - I have a boyfriend, but we do not have any legal relationship. His mother is a teacher - could she give me the reference for this? Or does she count here as a related person?

I have been looking everywhere, asking everyone and I am still not sure...

Can anyone help?

Related in this sense means a blood relative or relative through marriage.
