State Sponsored immigration restrictions..

I hope I can get answer to my this query here.

My cousin has got State Sponsored immigration for Australia under Skilled Subclass 190 category recently and now planning to move soon. Confusion is.... he applied for Adelaide under state sponsored immigration, got the visa without mentioning any restriction on it (i.e. must go to Adelaide) and now he is willing to go to Melbourne as its much easier to settle there as compared to Adelaide in terms of job search etc.

My question is.. Can he land to Melbourne instead of Adelaide and start living there? Will it impact anything on his immigration progress to get Australian Citizenship/Passport? I will be desperately waiting kind responses. Thank you.
