On a parallel note, last year, I had submitted the application for my son in May 2014 which almost took 4+ months to get the approval.

Yes that is the case and i called council to check they confirmed they have got my details and my Certificate with them and they posted this letter yesterday using first class post whereas Home Office use seconds class post.
