3.15 FLRM question please help

I am stuck on question 3.15 flrm form. If your sponsor was not British from birth When did your sponsor obtain settlement?

My partner who held an indian passport came to.this country on a EEA FAMILY PERMIT son of a EEA NATIONAL the permit was valid from april til september 6 months only

He then has another visa on his passport and that says " a right of residence in the uk as a family member of EEA national (father name) who is a resident in uk excercise of a treaty right given until october 1997.

Then there is a ILR stamp on his passport with like a triangular shape stamp on top with the following text "home office" IND and date 01 NOV 1999.

So someone please tell me which date is the date of settlement from those 3 dates above.

Add the person?
My partner has the ILR, so should I add it or not please?

If u going for one day service is better to pay on the appointment application.
Just pay for your self no one else
