Delivery of British passport and supporting documents

Do I understand correctly that new British passports are delivered by DX, and supporting documents- by Royal Mail Special delivery (for those who paid 3 pounds at Check & Send)?

When my brother got his a few months back, he paid £3 extra but his passport and documents came together and it was via DX.

I believe if you don't pay the £3 supporting documents come by Royal Mail Second class post and passport comes via DX
