Does any one know if we need an accountant letter for job creation?

Absolutely

Accountants letter to confirm their being qualified, that you are the director and share holder of the company, that you have invested the required amount in the form of share capital or loan that you have hired x amount of employees who were employed for12months or over and were paid x amount.

You can get it if you want but It is only required by the rules if you joined or taken over an existing business.

I have one employee who is on settlement visa, can i just provide his passport and visa or do i need his birth certificate as well?

If he has ILR, you need to send a copy of his passport and ILR
