Tier 1 investor not be counted

Hi everyone ,I am new here ,hope to get help here.

Is anyone invest loan capital? I have a bond Tesco Personal Financal bond ,Tesco Personal Financal =Tesco Bank ,but not like HSBC but a private Bank , is that meaning met the policy ?

I found the Policy here:

The funds must not be invested by using deposits with a bank, building society or other enterprise whose normal course of business includes the acceptance of deposits. Except where the investment is made in bonds offered through NS&

I can't understand well this sentence ,what is meaning?
