UK Tier 1 (General) extension period more than 3 years

Dear,
I got my Tier 1 General initial leave on 3 Feb 2010 for 3 years, got extension on 29th Jan 2013 for 2 years and further extension on 29jan 2015 for 3 years till 29th Jan 2018. Due to excess absences I was not eligible for ILR and will not be eligible for ILR on 29th Jan 2018. I will be short by more than a year to complete 5 years.

I read a paragraph from Tier 1 General policy guide

"Tier 1 (General) extensions will be granted for either three years or the balance the applicant needs to take their time granted in the category to five years, whichever is longer. Applicants who wish to apply for indefinite leave to remain in the future must still ensure that they do not have excessive absences from the UK throughout the 5 years and can meet the specific Tier 1 (General) ILR requirements".

Based on this should I be given an extension of more than 3 years?
Does it applicable in my case?
Under current situation I will have to leave UK by Jan 2018, is there any development going on on tackle this type of cases.

T1G extension is closed, and before close I think they allow for more than 3 years too. but as the ILR application from this route will be closed by 5th April 2018 so I think they did not give anyone beyond this date. So even if you have till this date still you would not complete 5 years. then it seems you start reside here since 2014 only.

what will be absence if you count this way
29-1-18 to 28-01-17= N/A
29-1-17 to 28-01-16= N/A
29-1-16 to 28-01-15=
29-1-15 to 28-01-14=
29-1-14 to 28-01-13=

you can check all options you have and can plan accordingly. another option coming on mind, if you can move (you have plenty of time on hand) to Tier-2 before your current leave expire and after one year in tier-2, you can combine 4+1 to apply for ILR.

While they have the language in the policy guide, I don't know if anyone got more than 3 years extension. Before this language was added, there were many cases where people got 2 years (instead of expected 3) because of the confusion case workers had.
