Question for dependent

Dear friends,
My son is over 18 year old , he is in a university in the U.K. . we were rejected for the previous extended visa , now I applied administrative review with my two dependent included my son . I wonder if we fail for the administrative review my son still can be a dependent for next fresh application?

He will be, given that he was a dependant before turning 18 and is not living an independent life
