Tier-1 (General) Dependent Visa Refusal for Criminal Record

Hi All,

I am living and working in the UK, my wife's visa application for Tier-1 (General) dependent visa is refused and the refusal note refer to a new regulation for Criminal Record Checks for Tier 1 Investors and Tier 1 Entrepreneurs. My question is that can they apply rules from other visa categories to Tier-1 (General)? has anyone been refused with the same reason? as I did not find the same requirement in Tier-1 General Dependent Guide.

We still have a chance to go for the Administrative Review, so I would appreciate if someone can provide some helpful thoughts as how to tackle it.
