Applying Tier 1 Dependant Child - within UK vs outside UK

Hi

I am on Tier 1 Ent visa in UK. Recently had a baby and now my wife (along with my son) want to travel and meet family outside UK.

1. Is there is a difference in applying for my son's visa within UK or outside UK?
2. As my wife really want to travel asap, is applying outside UK not recommended?

Prompt help will be appreciated,

Apply online in the UK
You only need child passport and full birth certificate and also there is premier service for to apply
