How old are the children?

Is your friend British?

What is the other parents immigration status?

Older children are expected to have at least 2 years residence to qualify for citizenship.

That is also assuming that their 'visas' state Indefinite Leave to Enter and is not in face a child settlement visa valid for 2.5 years.
