Can i get Tax Refund (Free) with TIER 4 Visa and How?

Hello if i buy something in UK like a phone can i get refund at the airport? Is that possible? I will come to the UK as an TIER 4 Student for LLM.

Only when you leave the UK and the item is bought from a shop in the retail export scheme.
