What type of visa should my spouse apply for?

Hi all,

I have a Canadian permanent resident's status, but I am currently outside of Canada, living in the UK with my spouse. My spouse is Indonesian citizen; she has never been to Canada and does not have any status or visa. Now we would like to move / return to Canada. If I understand correctly, I cannot sponsor her, as I am not physically located in Canada. We tried to apply for an open work permit, but it got rejected, with the reason that she does not have a job offer from Canada.

What are our options? What way / what visa type should we apply to be able to go to Canada? Thank you!

Also, if my spouse goes to Canada on a tourist / visitor visa, can she later change it to a work permit from within Canada? Thank you!
