ILR - eligibility to work in the EU?

Can someone with ILR in the UK work in the rest of the EU too? Without having to apply for work permits in the other EU countries?

No,
The ILR allows you only to live and work in the UK.
If you are not a EC citizen you are required to obtain a work permit.

If one partner has BC then the other can follow the BC to the EU and work, but not independently.

No!

And you can also lose your ILR if you do go elsewhere on a work permit basis.
