Non EU father wish to join his non EU son (on eufam4 stamp) in Ireland.

How would my son's father, non EU (south Africa) be able to join his now permanently resident son (on his eufam4 stamp) living in Ireland. I am his ex and we have absolutely no intention of ever returning back to SA, it is too dangerous for white males in south Africa now. How or what could we do to attempt to get his dad over as the child is very distressed and unable to settle in as he misses and wants his father here
