First get NI number and then apply online for the provisional driving license.
you have to provide last 3 years of address history online.
DVLA will send a postal form for you to fill and sign and send it back with the required documents.
send a self-addressed postage paid, trackable return envelope for the DVLA to send your docs back.
i have sent only the BRP card+electricity bill, not the passport. Got the DL in 2 weeks.

Documents reqd:
==============
- PP size photo
1.council tax/Electricity bill/Rental agreement
2.BRP card
3.Indian passport
