Spouse visa procedure. from Turkey applying online. english translated marriage certificate needed?

hey all
A friend of mine who is business owner and want to bring his wife to UK from Turkey.

He already filled the online form for his wife and submitted all the fee ($2007), nhs fees($822).
BPR collection location and appointment is also booked in Istanbul.

Now the question is

1. Does the marriage certificate have to be translated?
2. Whether his wife will take all the documents with her to the appointment or just her passport and rest is sent to Sheffield? before or after the appointment?

any clarification of the process needed please.
all papers are ready just not clear what to send where?

Husband in UK -Turkish with permanent visa since 2010.
self employed. all accounts are submitted and tax paid, has letter from accountant etc.

All documents not in English must be officially translated otherwise they will not be accepted.
