Switching Graduate Tier 1 to Entrepreneurship Tier 1 Visa outside of the UK

Dear Forume members,

I need your help.

After graduation of my MBA degree I have got the Graduate tier 1 entrepreneur visa and this visa expires on 19 March of 2018. I decided to switch this visa to Tier 1 Entrepreneur visa. But the question is :

Can I apply outside of the UK ? (from my homeland).
I have read the guidance but could not get anything related to this clearly.

Please if anybody has an idea about this help me , I would really appreciate.
