Question about Tier 1 Entre route ILR

Dear Experts and Friends,

I have completed 3 years visa On May 2017 , My extension application is in home office. My question is that my 3 year + 2 years technically completed on may 2019 . So am i allowed to apply ilr april or may 2019 ? or do i have to wait until my full 2 years to be completed ?

Please let me know

28 days before completing 5 years.
But remember you will not be covered under transitional arrangement rules if you applied before 6 April 2014.
Transitional arrangement is ending in April 2019.

Thanks for reply, My initial application was sent Mar 2014. Is that mean i can't apply ?

Not sure what is transitional arrangement?
