Can I apply for Asylum while I am on Tier 4 visa?

Hello.

I am currently on Tier 4 visa doing my full time one year master degree. I have been at the UK for 4 months now. I was wondering if I can seek Asylum while I am on Tier 4 visa? Is that possible? And can I still work for 20 hour per week while my Asylum application is being considered.
