But Her current visa is "PBS Dependent LEAVE to ENTER" (Tier 2 ICT Dependent)
please confirm with this Visa category she can Switch with UK

As you can see, she is not in one of the categories who can apply for Tier 4 in the UK. That's what that link is: a list of who can switch.
Tier 2 dependent can study freely at any institution but pay international fees.
