Tier-4 to Tier-2 Conversion (New Rule)

Hello all,

This query is for my Borther in law who wants to come to UK on a Student visa (Tier-4).

I would like some clarification with regards to the new rule where a Student can now convert to Tier-2 visa in country if he/she has a job offer at the end of his/her student term? Is this true for Postgraduate diplomas as well or is this only for Bachelors, Masters and PhD?
