Are you applying under the directive being a family member of an EEA national or as a tourist?

It looks not so easy. Joining a french spouse in France is normally not covered from the directive.
If the OP would have a EEA residence card he wouldn't need a visa.

Wife is already in France, he will be travelling alone, even if holding a residence card and travelling to join his spouse it's unlikely that the airlines let him board to the Schengen Area without a visa. Anyway the wife is on maternity leave in UK so she is living there, not in France and the Schengen Visa can be issued under the Directive

There is a big difference between the UK and the schengen area.
The schengen borders code give visa free entry for holders of a EU/EEA residence card. The directive is not needed.
The problem of the OP is he cannot prove that he is handled as family member of a eu citizen in the UK. The directive is not applicable for a french in France. He can only hope that the french embassy make no problems.

If tls, French visa service ask,
Where is your wife now,, shall I tell truth, that she gave birth to baby she is France,,
Or shall I tell her, she gone France last week,, which is lie,, or shall I come with better lie///

Plz advise,,, I will be very surprised,, if I cannot be given visa,, becasue my wife is in France, on maternity leave..
I have her pay slips showing that too...
Plz advise

Hi ,
I am French and my husband non eea ..
He has traveled to France to join me there countless time without any issue so you should have no problem at all. We applied twice for schengen visa just for him to travel without the need of taking along our marriage certificate and all .. the first schengen visa issued to him was valid for 5 years although we applied for 90 days short stay. Recently he applied in July 2017 and same thing they gave him a 5 year schengen visa.
If they ask you simply say that you will join your wife in France no need to lie moreover you have the “Livret de famille”

He said that he has a residence card valid until 2020. His wife is a UK resident on maternity leave she only went there to give birth. He holds a book called “Livret de famille” therefore their family has been registered onto the French registry so he should not have problem with the French authorities. That book acknowledge him as husband of his French wife if they are married if not it acknowledge him as father of a French child.
I was in France with my baby not in the Uk when my husband was granted his 1st schengen visa ...

If he would have a EU/EEA residence card he wouldn't need a visa.
Basically he is doing the surrinder route on short time basis. Not every embassy is able to understand this situation.
If the embassy is thinking the directive is not applicable he would have to fulfill the preconditions due to french immigration law.
