More likely than not you will need to post it to Sheffield.

Whilst there, make sure you finalise any other documents you may need for the application.

Update
Visited yesterday 13/03/2018 TLScontact VAC Minsk Belarus 🇧🇾 regarding visa application process and submition of supporting documents.
For Settelment/spouse Visa all supporting documents should be sent to Sheffield by post.Passport and biometric should be submitted in TLScontact VAC.
For all other visa categories all documents will be scanned by VAC and sent electronically to ECO along with original Passport and biometric data.
A new paid service has been introduced recently where one can keep their passport while their visa application is in process.

Regarding the TB Test Certificate it must be sent to Sheffield along with all the other Documents.If i remember correctly once Sheffield received the Documents my Wifes Application was completed in just under 2 and a Half Months.

I cannot remember the time frame i had when my Wife submitted her Application,but i do know that as soon as i arrived back from Belarus on the Sunday i posted out the Documents the very next Day via Royal Mail Special Delivery which assures delivery to sheffield the next day by 13:00 also do not forget to enclose a pre paid Special delivery bag addressed to you so Sheffield can return the Documents

We have recently done TB certificate and along with that we’ve been given another official paper by IOM to present at airport if asked.

You will get original TB cert back which you can travel with. Keep photocopies.

TLScontact in Kyiv did not ask my wife about her IHS number, and were not interested in seeing the IHS payment confirmation when offered to them.

to contact UKVI by email there is a fee

it further says This cost includes your initial email plus any follow-up emails you send relating to the same enquiry.
does it mean that all email corresponding regarding the same enquiry will fall under the same payment :?:
if yes, should we just reply to the email reply received from UKVI?
