when can EEA Family member apply for permanent residency ??

Hi,
i am married with EEa national on 13th june 2013 and i got EEA Residence Card on 21-01-2014
When can i apply for permanent Residence 5 years from the date of marriage or when the residence permit was issue can some one help me with this

Which EEA member-state are you resident in? You should be eligible to apply for a PR Card on either the fifth anniversary of the marriage (if you married in the EEA member-state) OR the fifth anniversary of arriving in the EEA member-state as the spouse of an EEA citizen (if you married outside the EEA member-state).
