Tier 4 dependent On FLRFP Basis

Hey guys,
My friend came here in 2010 with student visa.On 2015 His FLRO application Refused and Lodged JR.During This Period He married with Student having Tier 4 visa and applied as her spouse(Dependent)On Humanitarian grounds(FLRFP).
What are the chances to get the visa ???

Their application is not under the Tier 4 rules or PBS Dependant rules, so this is not the correct forum.
