Tier 5 GAE to Tier 2 General - Urgent

Hi Guys,

I want to know if Tier 5 GAE holder can apply for Tier 2 General from inside UK or he needs to apply from outside. Furthermore, if there should be a one year gap before applying for Tier 2 or he can apply it before expiry of Tier 5 GAE.
