Yes, the exploratory memorandum to the rule changes says that ‘all doctors and nurses’ will be exempt from the cap. It’s not just SOC code doctors, the government has been heavily criticised for not having enough doctors of all specialties and not just shortage listed ones
The exemption is only for the following SOC doctors code 2211 and nurses code 2231. Not all fields under this SOC will belong to SOL.
Its clear beyond doubt that all medical practitioners 2211 & all nurses 2231 are excluded from T2 cap.

All doctors and nurses are removed from tier 2 cap. Only difference is RLMT is still needed for those who are not on SOL and those on SOL donot need RLMT.
It is on gov.uk website

7.15. Changes are being made to exempt doctors and nurses from the Tier 2 (General) limit. This is in response to the particular shortages and pressures facing the NHS at the current time, and the fact that the limit has been oversubscribed in each month since December 2017. The changes will mean that health sector employers will be able to sponsor doctors and nurses without requiring restricted Tier 2 certificates of sponsorship or putting pressure on the limit. This will free up places within the limit for other key roles which contribute to the UK economy and other public services. The changes will be kept under review. 7.16. In all other respects, the change preserves the existing arrangements. This means that all applications for nurses, and all applications for doctors not currently recognised on the Shortage Occupation List, will continue to be required to demonstrate that they have met the requirements of the Resident Labour Market Test. Doctors currently recognised on the Shortage Occupation List will continue to be exempt from the RLMT.

Is it possible for your employer to apply with a higher salary ( for the sake of getting COS ) and then not pay you the same?
No, that is not permitted. You must be paid what is stated on the CoS and SOC.
Thanks for you feedback, much appreciated. What if the company wants to reduce your pay package over the course of time?

All salary adjustments have to be reported on the SMS system. You are required to earn the salary stated per SOC and CoS. If your salary reduces due to hour reduction, that is a separate issue. Your employer cannot just pay you less now that you are 'in the UK on a visa'. You will have problems and your sponsor will risk losing their license and getting visits from HO. A genuine sponsor who follows the rules will know this. The Sponsor guidance notes set out very clearly what their requirements are.

55, non-shortage, non-NHS, last I was told was that it was "under review" which is the same as last week. HR told me an hour ago still nothing from HO. Hoping the decision comes through asap!

I called the UKVI helpline number to check if they have any update on the reason for the delay. They put me on hold for a few minutes, and came back to tell me that there's nothing on their website. Apparently, they are there to only explain information on the gov.uk website.

A waste of international calling minutes + additionally 1.37 pounds per minute - If anyone is planning to call them, I suggest that you don't. :)

I'm still surprised. this month is not like any other month. This type of delay has never really happened before. I am hoping it's a positive delay. They should let us know already. I need to ensure that if I don't get through this month, I remind my company law firm to put in an application for next month. so am at 45 points non SOL, Finance field. We have done another RLMT at 50 points non SOL and it's ready for July intake. My bags are packed already!
Is it possible to apply like this this month with one point and next month with another RLMT with change in points , Have you checked with you solicitors and employer.
Yes it is. Remember... it is the employer who puts out the advert for RLMT at the higher rate of 50k according to HO rules. I applied again, and they use this new RLMT to apply for COS. Nothing wrong in that I presume. I recall alot of us here have don't the same too. The employer only needs to make sure that they pay you the higher salary as per the RLMT advert. .. and YES, my employer agreed to do this...
Thanks for your detailed reply , Actually I applied with 40 points this month , But My Employer also did the Same , did another RLMT and they agreed to pay more as well , So if I am not succeeded this month , they are applying with 50 points on July . But I have a doubt I raised this as a query to them , but no reply from them but you answered me , thanks a lot and Best of luck

See RLMT section and Rate of Pay in the Sponsorship Guidance Notes.

https://assets.publishing.service.gov.u ... l_v1.0.pdf
Advertising and rates of pay
26.11 Under the rules of the Tier 2 (General) resident labour market test, jobs must
be advertised at or above the appropriate rate to make sure you have made a
genuine attempt to fill the vacancy with a settled worker. Migrants must be paid
in line with the rate that was advertised. Where the migrant will be working in
the UK for fewer than 12 months, the rate of pay must be based on an annual
salary.
For example, earnings of £15,000 on a 6 month contract would add up to
an annual salary of £30,000.
The ‘Rates of pay‘ section has more information on this.

Please check here in rates of pay section.

Your salary must be shown and not 'competitive'

ALSO
When carrying out the resident labour market test, you can only use the
advertising methods set out in this guidance. The job advertisement must be in
English, unless based in Wales where it may be in English or Welsh, and it
must include all the following:
• the job title
• the main duties and responsibilities of the job (job description)
• the location of the job
• an indication of the salary package (including allowances) or salary range or
terms on offer, the ‘Rates of pay’ section has more information
• skills, qualifications and experience needed
• the closing date for applications, unless it is part of a rolling recruitment
programme - if it is a rolling recruitment programme, the advertisement
should show the period of the recruitment programme
