Why Consulate Is Not Treating Our Application Under 2004/38/ec

hey everyone , magda here , can anyone explain me why we are not getting visa, every time we apply under directive we get same refusal , we got this refusal from poland , then netherland now germany

interntion to leave the territoy
justification for the purpose

how to end this objections its really frustrating , please assist me please
