What exactly is your 'current visa'??
I have tier 5 visa now, have 30pts just applied this month and got refusal today... non sol, non phd, non nhs

Why is your visa expiring an issue?? You cant switch in country anyway. If your sponsor still wishes to employ you, nothing stops them from doing so if they can get RCoS approval.
You still need to apply from your home country if you get the CoS. You cannot transfer from tier 5 (youth mobility) to tier 2 in-country. I completely agree with this. Do follow what works best for you even if that is waiting some time to get the CoS. And try to keep up hope and assurance that it will come through and live your life accordingly. This month has been extremely positive going from £60k min last month to £41k. There were over 1,200 applicants last month in that range alone! One note about limbo, Limbo is hard and frustrating and saddening, but only you know where the right place is for you.
I received another offer in another state which I did want to go to and it would not take any paperwork except a transfer paper and I had all of my friends saying just go there this is taking too much time. But I know it was not for me and here I am still and will be next month because I too have 40.

I think that is the issue. S/he is on 30 points, in which all applicants at that point scale has been granted a COS since last November. I left UK after current visa(Tier 2 ICT Dependent) expired in May and applying for CoS since Feb this year.I was able to get the CoS this month after the change in rules. I would like to say it was easy to stay confident it would come through, but I wasn't able to and it has been an emotional roller coaster I would have not liked to go on. I got my friends and family at home used to me being back and now we are having to deal with their grief and loss moving back to UK.
I am not an overly optimistic person, but the best you can do is draw a line to when you will no longer keep applying and then do what you can to achieve your goal. Don't start making any plan Bs or Cs until you get to that date.
Also, people confusing leaving the UK for a 3 week period to apply out of country is not the same as permanently moving from the UK with no guarantee (e.g. a CoS) that they will be returning to the country. The applicant knows they need to apply out of country for a very short period of time.
