My company wants to send workers to the UK, need help what visa to apply for

My company (located in Bosnia in Hercegovina) is interested in sending 10 workers to the UK for a period of 10 to 12 months. Their work duties would consists of assembling and loading metal trays. The company already received an offer from a UK based company (that would act as their sponsor) but we are now having trouble figuring out what visa to apply for.

As far as I understand Tier 2 is the most likely choice, but I'm not really sure if they could pass considering the work they're supposed to do is somewhat low skill. Could they apply for a Tier 5 (Temporary Worker - International Agreement) visa?

Alternatively, what other choices would be available for them if they are not ellegible for Tier 2 nor Tier 5 visas?
